Repairmans Cert and partially finished kit

If you buy a partially finished kit can you take the 16 hr Repairman's class and and then do your own work and inspections? If not what can and can't you do?

The 16 hr Repairman -Inspection course is only good for doing an ELSA that you own and have had added to your personal ownership list at your local FSDO. I completed that course at Rainbow Aviation in Corning CA earlier this summer.

So, to answer you question, if the present owner of the kit has applied and received an N number for his project, he/you can use the transition method from Fat UL to ELSA until 1/31/2010 (as I recall). EAA got a 3 yr. extension on the original deadline for those who had applied for their N number, but not finished the project to the point of getting the airworthiness inspection. And you can add it to your list after taking the course.

If he did not already get the N number, it is ineligible for transition and can only be registered as Ex-AB (experimental amateur built), in which case you need to go thru all of the Ex-AB proof of 51% build documentation and have an original bill of sale for the kit from the kit manufacturer. If you can prove that you have done 51% of the work to completed the project, you can get the Ex-AB repairman cert to do your own annuals on your project. Otherwise, you will need to have a certified A&P do the annuals.
